Council issues parking infringement notices (fines) for vehicles parked over driveways.

198 Obstructing access to and from a footpath, driveway etc
A driver must not stop on a road in a position that obstructs or prevents access by vehicles or pedestrians to or from—
(a) a footpath ramp or bicycle crossing lights; or
(b) a driveway, laneway or other way of access; or
(c) a building or vehicular entrance, ramp or passage; or
(d) a pedestrian entrance, ramp or passage.
Penalty: 3 penalty units.
Subrule (1) does not apply if the driver is—
(a) required to stop by or under these Rules or the Act or by the Australian Road Rules; or
(b) permitted to stop under these Rules or the Act or under the Australian Road Rules; or
(c) prevented from proceeding by circumstances beyond the driver’s control; or
(d) avoiding a collision.
Council does not have the authority to issue fines for most other traffic offences.
The Police may be able to enforce other traffic offences if resources permit.
